"Abusive night time arrest procedures; arbitrary detention; torture and other forms of ill, inhumane and humiliating treatment; coerced confessions; solitary confinement; denial of family visits; denial of access to legal representation; unacceptable conditions in prisons; lack of access to adequate health care; and denial of access to education; unlawful transfer of Palestinians to prisons located within Israel. These issues have persisted without significant correction throughout 46 years of occupation."

10. "It is critical to be mindful of the fact that Israel’s occupation of Palestine is not static, that is continuously intrudes upon Palestinian rights. It also systematically facilitates Israel’s annexationist policies. Demolitions, displacements, settlements, resource appropriations, detention and imprisonment, and large-scale and excessive violence are some of the tools that Israel relies upon to pursue such policies. It seems to us, that such policies and tools are not advancing peace in the Middle East, and should be repudiated."

Members of the United Nations Human Rights Council gathered in Geneva today (10 June), for a debate on Palestinian human rights in the West Bank, Gaza Strip and East Jerusalem.
The discussion, which is part of the 23rd session of the Human Rights Council, included a report on Israeli actions in the Palestinian territories by its special investigator Richard Introducing his report, Falk, the Special Rapporteur on the situation of human rights in the Occupied Palestinian Territories, said that the Palestinian right of self-determination had been deferred and denied for far too long.
Falk called for an inquiry into the situation of Palestinians detained or imprisoned by Israel, with a broad mandate to examine activities of prison officials.
He said Israel’s occupation continuously intruded upon Palestinian rights and systematically facilitated Israel’s annexationist policies which were not advancing peace in the Middle East and should be repudiated.

Neither Israel nor the United States were in the council to hear Falk’s presentation.
On Friday, The US representative to the Human Rights Council, Eileen Chamberlain Donahoe, condemned Falk’s report and called on other member states of the Council to denounce Falk “and his outrageous abuse of the position he holds.”
