Storyline

The governor of the Mali’s town of Kidal returned to his post last week (11 July) following a yearlong absence, ahead of nationwide elections later this month.

The local government authorities had been absent from Kidal for over a year since the National Movement for the Liberation of Azawad (MNLA) and other armed groups linked to Al Qaeda seized Mali's desert in the northern part of the country.

Other officials flying with Governor Adama Kamissoko brought with them electoral material for the presidential elections set for next July 28, and with only one month to go before the presidential elections take place, Danilson Lopes Da Rosa, a Political Affairs Officer at MINUSMA said that Governor Kamissoko and prefects were actually in Kidal to start the electoral process. So, he added, “they are bringing in the lists that they have compiled. So this is now a verification process that would be followed by the distribution of the NINA (National Identification Numbers) cards."

The return of authorities came as a culmination of the peace process started by the Ougadougou peace accord signing and the deployment of the UN Peace Force in Kidal following French military intervention. The Malian regular army also returned to the town.

Colonel Amadou Camara of the Malian Army said that as the advance team of the Malian Army “we are here to start providing security to the population of the town."

United Nations Secretary-General Ban Ki-moon, meeting with officials in France on the occasion of Bastille Day, stressed the importance of credible elections in the West African country in talks with its interim president.

Earlier this month, the UN Multidimensional Integrated Stabilization Mission in Mali (MINUSMA), took over from the African-led force, with a Security Council mandate "to use all necessary means" to carry out security-related stabilization tasks, protect civilians, UN staff and cultural sites and create the conditions for provision of humanitarian aid.
