At this moment MONUSCO, sorry, M23 is shelling Goma and also, as you rightfully said, Rwandan territory. You are right, Mr. Mulet explained to us this morning that MONUSCO has witnessed shelling from M23 position, shelling coming from M23, towards Rwandan territory. I would like to make it even more precise. Rwandan ambassador Olivier Nduhungirehe said today (29 August) that a “line has been crossed” referring to the alleged shelling into their country by the armed forces of the Democratic Republic of the Congo (FARDC).

Speaking to reporters outside the Security Council, Nduhungirehe said “the persistent shelling” across the border was “unacceptable.”

He stressed that “Rwandan civilians are being targeted” by Democratic Republic of the Congo (DRC) forces. He added that Rwanda has “remained restrained for as long as we can, but this provocation can no longer be tolerated.”

The Security Council issued a statement today calling on the M23 rebels and the Democratic Forces for the Liberation of Rwanda (FDLR), among other rebel groups, to “immediately and permanently disband and lay down their arms” and praised the active steps taken by the UN Mission in the DRC (MONUSCO) to implement its mandate, in particular the protection of civilians, and encouraged the continuation of these efforts.

Nduhungirehe said “we find it hypocritical for the international community to talk about protection of civilians when the FARDC, the Congolese forces, together with the FDLR are causing harm to our citizens, as if the lives of Rwandans have no value.”

Meanwhile, French Ambassador Alexis Lamek said that according to Assistant Secretary-General for Peacekeeping Operations Edmund Mulet, “the only act of shelling witnessed by MONUSCO towards the Rwandan territory in the vicinity of Goma, do come from the M23.”

Lamek said “MONUSCO is actually trying to make sure that M23 stops shelling and firing mortars against civilian population.”

Members of the Council, who were briefed on this issue today by Mulet, called for a thorough investigation into the sources of the shelling and bombs by the Expanded Joint Verification Mechanism (EJVM).

They also welcomed the order by the Secretary-General’s Special Representative in the country, Martin Kobler to take all necessary actions to protect civilians, and emphasized that any effort to undermine MONUSCO’s ability to implement its mandate will not be tolerated.

A big number of demonstrators took to the streets of Goma in eastern Democratic Republic of Congo (DRC) last Saturday (24 August) protesting over the recent (22 August) death of a number of civilians and several other wounded following an artillery round from the rebel group M23 that hit densely populated residential areas of Goma.
