“Iran’s launches of the Shahab 1 and 3 missiles, during the Great Prophet 7 exercise, or exercises, contravene paragraph 9 of resolution 1929. A number of committee members continued to express the view, as confirmed by the panel of experts, that the launches constituted a clear violation of resolution 1929, and that therefore all Member States should redouble their efforts to implement ballistic missile related sanctions on Iran.”

“Even in light of Iran’s troubling actions, we remain convinced that principled diplomacy remains the best tool to achieve a comprehensive and peaceful solution to the international community’s serious concerns. We would welcome a constructive sign that Iran may be prepared to engage substantly and seriously with the international community. If Iran chooses to do so, then it will find a willing partner in the United States. We hope that Iran’s new leadership chooses this path. Until Iran decides to meet its obligations, the committee’s work remains critical to the diplomacy of holding Iran accountable to this Council and to the broader international community .”

8. SOUNDBITE (English) Peter Wilson, Deputy Permanent Representative of the United Kingdom to the United Nations:
“The UK remains committed to finding a peaceful negotiated solution on the nuclear issue, as others have said and argued for. If Iran is prepared to engage seriously in negotiations over its nuclear programme, we are ready to respond in good faith. The confidence building measures proposal tabled by the E3 + 3 in Almaty is a fair and credible offer. We urge Iran to engage with that offer seriously. But until Iran takes positive steps to address international concerns, the political and economic pressure will increase.”

The Security Council today (5 September) heard a briefing from the Chairman of the Iran sanctions committee, Ambassador Gary Quinlan of Australia, who said “Iran’s launches of the Shahab 1 and 3 missiles, during the Great Prophet 7 exercise, or exercises, contravene paragraph 9 of resolution 1929.”
Paragraph 9 indicates that Iran shall not undertake any activity related to ballistic missiles capable of delivering nuclear weapons, including launches using ballistic missile technology, and that States shall take all necessary measures to prevent the transfer of technology or technical assistance to Iran related to such activities.
Quinlan said “a number of committee members continued to express the view, as confirmed by the panel of experts, that the launches constituted a clear violation of resolution 1929, and that therefore all Member States should redouble their efforts to implement ballistic missile related sanctions on Iran.”
Ambassador Samantha Power of the United States told the Council that “even in light of Iran’s troubling actions” diplomacy remains “the best tool to achieve a comprehensive and peaceful solution to the international community’s serious concerns.”
Power said her country “would welcome a constructive sign that Iran may be prepared to engage substantly and seriously with the international community” and that if it chooses to do so, “then it will find a willing partner in the United States.”
She added that “until Iran decides to meet its obligations, the committee’s work remains critical to the diplomacy of holding Iran accountable to this Council and to the broader international community.”
In a similar tone, Ambassador Peter Wilson of the United Kingdom said that “if Iran is prepared to engage seriously in negotiations over its nuclear programme, we are ready to respond in good faith.”
Wilson urged Iran to “seriously" engage with a proposal from the E3+3 group, comprised of China, Russia, United States France, Germany and the United Kingdom.
He added that “until Iran takes positive steps to address international concerns, the political and economic pressure will increase.”
