you have the problem of who will represent the thousand of armed groups and terrorists groups including Al-Qaida operating in Syria. Who would hold these groups responsible and accountable to Geneva process? Then who would represent the so called Syrian oppositions in Geneva conference. If the government is there and it will be there who would be the counterpart of the Syrian government at this table of negotiations. So, L. Gravely concerned by the deepening humanitarian tragedy in Syria, the United Nations (UN) Security Council today (2 Oct) urged the Syrian government to immediately allow cross-border aid deliveries and called on all parties to the conflict to agree on humanitarian pauses in the fighting, including along “key routes” for relief convoys.
“The magnitude of the humanitarian tragedy caused by the conflict in Syria requires immediate action to facilitate safe and unhindered delivery of humanitarian assistance” across the entire country, the 15-member body said in a presidential statement (PRST) which also deplored the escalating violence that has already killed more than 100,000 people and driven some 6.5 million others from their homes.
Speaking to the press following the Security Council’s action, one of the sponsors of the statement, Ambassadors Sylvie Lucas of Luxembourg said that having reached an agreement on the chemical weapons issue and passing a Security Council resolution last week,“we should not forget that conflict is continuing that the humanitarian situation is ever deteriorating.”
Another co-sponsor of the statement,Australian Ambassador Gary Quinlan, said that current figures showed there are 6,000 new refugees every day, adding that, "one refugee is created in Syria every fifteen seconds.”
British Ambassador Sir Mark Lyall Grant, noting that the statement had passed unanimously, said that its aim was to facilitate access for humanitarian relief to all parts of Syria, stressing “the need for safe and unhindered access for all humanitarian workers.”
Valerie Amos, the UN Under-Secretary-General for Humanitarian Affairs and Emergency Relief Coordinator said that the statement, "clearly calls on all parties to do their utmost to end the violence and stop targeting civilians.”
Amos added that it also reminded the authorities in Syria of their obligations to facilitate the "swift provision of vital humanitarian aid and that there are serious consequences for violating international humanitarian and human rights law.”
She also said she would not “stop pressing” the Council to turn the statement it into a resolution.
Asked whether joint UN Arab League Envoy Lahkdar Brahimi should visit Damascus to facilite the Geneva II talks, Syrian Ambassador Bashar al Ja'afari said somec capitals were still "against" holdign Geneva II and "then you have the problem of who will represent the thousand of armed groups and terrorists groups including Al-Qaida operating in Syria."
The conflict had already created over 2 million refugees, almost 5 million internally displaced, close to 7 million in need of assistance.
