“I think we are calm and sure of our intent of the collective will. We have constructive cooperation throughout this exercise and this important operation of the government of the Syrian Arab Republic. Confidence I think comes in another country settings. Here we do the best we can, we benefit from the support, we work toward it, we have the collective will of the international community firmly behind us, but there is a lot at stake in the country. It is a highly complex exercise. It is unprecedented, and it takes place in an active war zone.”

The Special Coordinator of the OPCW-UN Mission Sigrid Kaag said that there has been good progress in the effort to destroy Syria’s chemical weapons in a briefing to members of the Security Council to update them on the preparations and proceedings for removing Syria’s chemical agents out of the country, namely “Phase III”.

“Of course there are security constraints. They are serious. We have highlighted them in the Secretary General’s report. We speak about it frequently. An example the road connecting Damascus – Homs is a main artery and, as you know, if cannot travel there is a real issue.”
She stated that “security conditions in country are such that it’s an ongoing concern and it could also at any time derail our ability to meet deadlines”.
In a letter sent to the Security Council on the issue, UN Secretary General Ban Ki-moon pointed out that the recent fighting in Syria shows that the security situation is “volatile, unpredictable and highly dangerous”. In the letter, he added that implementation of the Joint Mission’s mandate cannot occur without conditions inside Syria that are conductive to carrying out its tasks.
In an interview to the UN News Service prior to briefing the Security Council, Sigrid Kaag said that “there are deadlines set that are quite ambitious.”

Kaag stressed that there has been “a tremendous support from the international community” from the very beginning either through physical support such as vessels, trucks, containers and training, and financial support.
She added that financial assistance has been critical, voicing gratitude for the generosity of donors to the two trust funds set up by the OPCW and the UN to fund the mission’s activities.
