The United Nations top official in Mali told the Security Council today (16 January) that the country “is at a crossroad” and urged the international community to continue to support efforts “to steer the country in the right direction and avoid relapsing into old habits that gave rise to the unprecedented crisis a year ago.”

Bert Koenders, who is the Special Representative and Head of the United Nations Multidimensional Integrated Stabilization Mission in Mali (MINUSMA), said “the real work in Mali is only just starting” and the work “remains fraught with risks and takes place in a volatile regional setting.”

The official said that 2013 “was a decisive one for the Malian people” and pointed out that presidential and legislative elections were “freely and fairly conducted across the country” which “allowed Mali to reinstate its territorial integrity as well a return to constitutional order.”

Koenders said “the security challenges and the expectations of the population are enormous” and stressed that it was “essential that the international community continues to back without delay efforts to accelerate the generation and deployment of the remaining MINUSMA units in the North of the country.”

Also addressing the Council, Malian Ambassador Sékou Kassé said it was important that MINUSMA be provided with “adequate means” in order to be able to carry its mandate “in line with the strategic objectives of the Malian Government with the key goal being the reestablishments of the Malian State across the country, including in the Kidal region.”

Outside the Council, Koenders told reporters that 90 percent of the needed forces have been committed, but “the question is the pace of deployment in the next couple of weeks and months.”

He urged the troop contributing countries “and those who support the troop contributing countries” and ensure “that they have the right equipment, that they can work in very difficult circumstances, that they can be there as soon as possible.”

The Security Council set up the UN Multidimensional Integrated Stabilization Mission in Mali (MINUSMA) in April to support the West African country's recovery from a coup and the occupation of its north by Islamist fundamentalists, its transition back to stability and democratic governance, and the promotion of human rights and provision of humanitarian aid.

Elections were held last month in Mali. The second round of Parliamentary elections was the last step in democratic transition after the military coup in 2012.
