“We are currently witnessing a phase of de-escalation in Ukraine. It is essential to support a fair and inclusive process of transition which does not marginalize any part of Ukraine or any community. Ukraine deserves full international attention and support. I am convinced that the OSCE has the necessary tools to assist Ukraine in this difficult phase.”

The Chairperson-in-Office of the Organization for Security and Co-operation in Europe (OSCE) proposed today (24 Feb) establishing an International Contact Group on Ukraine.
Speaking to reporters outside the Security Council, Didier Burkhalter, head of the Federal Department of Foreign Affairs of Switzerland, noted that OSCE has decided to send a core team to conduct an assessment mission, which could lead to a potential Human Rights mission and also a potential Election Observation mission.
He said that “these missions, Human Rights and elections missions, can be reality if there is a request from the Ukrainian authorities and therefore we wish that. We expect from the Ukrainian authorities to say very clearly that such missions, Human Rights and such other mission –election observation- are needed.”
Earlier today, Burkhalter told the Security Council that Ukraine should play a prominent role in the International Contact Group and the international key actors should be included.
He said “the Human Rights Assessment Mission would recommend measures to deal with serious violations of human rights allegedly committed during that period. Its findings would be presented in a report and would help advance national reconciliation in Ukraine.”
He added that presidential elections will be a crucial moment in the current transition period.
The Swiss diplomat said “we are currently witnessing a phase of de-escalation in Ukraine. It is essential to support a fair and inclusive process of transition which does not marginalize any part of Ukraine or any community.”
Burkhalter underlined “Ukraine deserves full international attention and support. I am convinced that the OSCE has the necessary tools to assist Ukraine in this difficult phase.”
