"It is critical to ensure full respect for and the preservation of Ukraine’s independence, unity, sovereignty and territorial integrity. It is now of utmost importance to restore calm to de-escalate tensions immediately through dialogue. I shall be meeting the Russian Foreign Minister Sergei Lavrov in Geneva today and urge the Russian Federation to refrain from any acts and rhetoric that could further escalate the situation and instead to engage constructively and through peaceful means with Ukraine. In this regard as you are already aware I asked the Deputy Secretary-General of the UN Mr Jan Elliasson to visit Kiev today and I was told that he has just arrived in Kiev at this time and convey on behalf of the United Nations the same message to the Ukraine authorities."

Secretary General Ban Ki-moon said today (3 March) in Geneva that it was "critical to ensure full respect for and the preservation of Ukraine’s independence, unity, sovereignty and territorial integrity.”

Ban said it was “of utmost importance to restore calm to de-escalate tensions immediately through dialogue.”

Before meeting Russian Foreign Minister Sergei Lavrov, he urged the Russian Federation “to refrain from any acts and rhetoric that could further escalate the situation and instead to engage constructively and through peaceful means with Ukraine.”

He noted that Deputy Secretary-General Jan Elliasson was to visit Kiev today and he would “convey on behalf of the United Nations the same message to the Ukraine authorities."

Ban called on Russia and Ukraine "to lower the temperature and refrain from rhetoric and engage in dialogue".

During their meeting, Ban and Lavrov discussed the ongoing crisis and the importance of de-escalating the situation by engaging in constructive and meaningful dialogue, according to a readout provided by the Secretary-General’s spokesperson.

The meeting, which took place on the margins of the opening session of the UN Human Rights Council, comes amid growing tensions in Ukraine’s Crimea region, where additional Russian troops and armoured vehicles have reportedly been deployed.

It also follows an urgent meeting of the Security Council on Saturday during which Ukraine’s Ambassador to the UN called on the 15-member body to do everything possible to prevent military intervention by Russia. Yuriy Sergeyev stressed that recent events posed a serious threat to his country’s integrity and to peace and stability in the region.
It was following that meeting that Ban dispatched Eliasson to Kiev to get an understanding of the situation on the ground and meet with Ukrainian authorities.
