"To avoid chaos in Central African Republic and even in the sub-region, cosmetic solutions will no longer suffice. It's no longer enough to count the dead and the other victims, who are for the most part women and children. The transitional government has less than a year to prepare electzions and improve the people's rights during this preparation. It is quite evident that without real help to make the state function and improve the human rights situation, I believe it will be impossible to achieve these objectives."

“The Central African Republic State exists in name only. Impunity seems to be the rule and the Central African people are only victims of violence committed by armed groups, armed militia and "higwaymen" bandits. Immediate action is needed to save these condemned people. The transitional authority in spite of their declared will needs help to establish the attributes of a state , to provide justice and avoid impunity.”

“The Central African Republic isn't holding out îts hands like a beggar. It thinks that all Africa has a duty to come to its help. For it's strategic geographical position should be taken into consideration if we want to avoid the gangrene that could contaminate the whole region. Unless action is taken, a serious inter-communal crisis could spread to a deep regional crisis.”

The Human Rights Council heard calls Wednesday for urgent assistance to help the abused population of the Central African Republic, with warnings that international failure to act could have serious repercussions for peace and security in the region.
Independent Expert Marie -Thérèse Keita Bocoum told the Council cosmetic solutions could no longer suffice to prevent chaos in the Central African Republic and the sub-region.
We should no longer be satisfied with counting the dead and the other victims, most of whom are women and children. Without real assistance to turn the country into a functioning state and improve the human rights situation, it would be impossible for the transitional government to prepare next year's elections and improve the plight of the population, she stressed.
The ambassador of the Central African Republic, Leopold Samba said his country existed in name only. Impunity reigned and the people were victims of of violence committed by armed groups and militias and common highwaymen.
Immediate action was needed to save a condemned people. In spite of their declared will to govern the transitional authorities needed the means to exercise the functions of a state , to provide justice and avoid impunity.
He urged African neighbours to help. In the Central African Republic's strategic position, Ambassador Samba warned, the spread of the intercommunal gangrene could lead to a profound regional crisis.
