The security situation has always been difficult, the relation with the host government in Khartoum is difficult, it is a hybrid mission between the UN and the African Union and that has proved difficult. There are burocratic obstacles, there is a constantly fluctuating security situation on the ground with a huge number of people displaced, but there aren’t really two parties to the conflict. There’s a multiplicity of militias, some of whom are operating on behalf of the government, some of whom are fighting against the government. So, there is a complex number of reasons why this mission has been difficult. What we are trying to do with this resolution is give it the best chance of success and the best chance of protecting the civilians of the regions.”

SECURITY COUNCIL

The UN Security Council unanimously adopted today (3 Apr) a resolution which took note of the proposed adjustment of the benchmarks and indicators outlined by the Secretary-General for the UN-African Union Mission in Darfur, Sudan (UNAMID).

The resolution largely reflects the analysis of the special report of the Secretary-General of 25 February. This report outlines the results of the review of the UNAMID mandate, as requested by the Council in resolution 2113, which renewed the mission on 30 July 2013 in the context of a deteriorating security and humanitarian situation in Darfur and a lack of progress in implementing the Doha Document for Peace in Darfur (DDPD). The review provides an analysis of the mission’s progress in achieving its mandate.

The Council requested the Secretary-General to further refine these benchmarks and indicators to reflect the revised strategic priorities of the Mission, and submit them in his next 90-day report.

Speaking to reporters outside the Security Council, the British ambassador Mark Lyall Grant said that “the resolution calls for swift measures to improve UNAMID’s effectiveness and to focus the Mission’s efforts around priorities of protection of civilians, political mediation and resolving inter-communal conflict.”

He noted that “the up surging violence on the ground in recent weeks with around 200.000 thousand people newly displaced underscores the scale of the challenge in Darfur.”

Grant added “these are very worrying developments and make it all the more crucial for UNAMID to deliver fully.”

The Council also called on all parties to cease violence immediately, engaging the peace process and cooperate fully with UNAMID.

The British ambassador explained that it is a difficult mission for a number of reasons.

He said “the security situation has always been difficult, the relation with the host government in Khartoum is difficult, it is a hybrid mission between the UN and the African Union and that has proved difficult. There are burocratic obstacles, there is a constantly fluctuating security situation on the ground with a huge number of people displaced, but there aren’t really two parties to the conflict. There’s a multiplicity of militias, some of whom are operating on behalf of the government, some of whom are fighting against the government.”

Finally, Grant said “there is a complex number of reasons why this mission has been difficult. What we are trying to do with this resolution is give it the best chance of success and the best chance of protecting the civilians of the regions.”

Also speaking to reporters outside the Security Council, the UNAMID Joint Special Representative Mohamed Ibn Chambas noted that the recent escalation of violence and the worsened humanitarian situation poses a new challenge and that it is important that all the sides are encouraged to abandon of the military option; which –he said- has proven not viable.

He emphasized “the time has come to totally abandon the military option and get all parties to participate in all inclusive national dialogue to address the grievances of the people of Darfur and to seek a lasting and durable solution to the crisis.”

The African Union/UN Hybrid operation in Darfur was formally established by the Security Council on 31 July 2007 through the adoption of resolution 1769. UNAMID formally took over from AMIS on 31 December 2007.

The mandate is renewed yearly, and the adoption of Security Council resolution 2113 on 30 July 2013 extended it for a further 13 months, until 31 August 2014.
