However, the proof of the strategy rests in the willingness of the concerned countries to own and implement it in a concerted and operational manner as well as in the positive impact on the livelihoods of the population as a whole.”

The Secretary-General’s Special Representative for Mali, Bert Koenders, told the Security Council today (23 Apr) that Mali had made significant strides and that the support of the international community had been critical, but that the risks and difficulties of the road ahead should not be underestimated.
He stressed that an inclusive political dialogue remained the first priority and had to start as soon as possible.
Koenders said “the window of opportunity to consolidate and sustain peace and stability in Mali stands wide open, but may also close unless sustained commitment by all stakeholders is upheld, with the support of the international community.”
He added that this was all the more important as the security situation in the northern regions remains very fragile.
He said “I am deeply concerned about the inter-community clashes in the northern regions. The sheer violence of recent incidents involving Tuareg and Peuhl communities that resulted in 40 casualties in Gao is worrisome. MINUSMA has deployed forces as well as human rights teams to establish the facts and dissuade further violence.”
Koenders also said “the UN strategy for the Sahel and the different mechanisms established to support its implementation are steps in the right direction. However, the proof of the strategy rests in the willingness of the concerned countries to own and implement it in a concerted and operational manner as well as in the positive impact on the livelihoods of the population as a whole.”
Also speaking to the members of the Security Council, the Minister for Foreign Affairs of Mali Abdoulaye Diop noted that his government is particularly concerned about the deterioration of the situation in Kidal and other northern localities affected by the inter-communal violence.
He said “I would like to call upon the Secretary-General, the international community, the Member States and donor countries to increase the donations to the forces and to make troops and appropriate means available to MINUSMA to increase its force strength so it can fully carry out its mandate.”
The Security Council set up the UN Multidimensional Integrated Stabilization Mission in Mali (MINUSMA) a year ago to support the West African country's recovery from a coup and the occupation of its north by Islamist fundamentalists, its transition back to stability and democratic governance, and the promotion of human rights and provision of humanitarian aid.
