The head of the Comprehensive Nuclear-Test-Ban Treaty Organization (CTBTO) said that “what is at stake today is the fact that we are all talking about the possibility of North Korea carrying another nuclear test.”

Tensions have been high on the Korean peninsula amid reports based on satellite imagery that Pyongyang could be planning to conduct another nuclear test.

Speaking to reporters today (28 Apr) in New York, Lassina Zerbo said “the fact that North Korea is still talking about carrying a nuclear test is a reminder that there is an urgent, urgent, urgent cause here that we should deal with.”

He noted that the international community must be consistent and strong about North Korea to stop carrying nuclear tests explosions. He also said “we should be worried one day that they are not the only ones to carry it. They are the only one to talk about it today, but they might not be the only one if we don’t stop this once and for all.”

North Korea has carried out three such tests in the past, most recently in February 2013.

All resulted in the imposition of sanctions by the UN, which bars Pyongyang from nuclear tests under resolution 1718.
Zerbo underlined “I call upon North Korea to refrain from carrying nuclear test. Why? I think it’s important that they go towards issuing a moratorium of nuclear test with review to signing this treaty. We should negotiate with North Korea to get them to sign the treaty. This should be part of the discussion with North Korea.”

The CTBTO is the international organization responsible for ensuring that no nuclear explosion goes undetected. It uses four complementary verification technologies: seismic, hydroacoustic, infrasound and radionuclide monitoring.

The eight countries that still haven't ratified the Treaty are United States, China, India, Israel, Egypt, Democratic Popular Republic of Korea and Iran.
