A new chemical weapons convention which prohibits the development, production and stockpiling of chemical weapons needs the ratification of 65 countries to come into force. Finland has put into effect a sophisticated plan to guard against chemical weapons attacks ever since its neighbour, the former Soviet Union, had stockpiled these deadly weapons.
