In December 1996 the government of Guatemala signed a peace accord with opposing guerrilla forces to end almost four decades of armed internal conflict. One of the aims was to dismantle the state military structures. While progress has been made in some areas, the UN Mission for the Verification of Human Rights in Guatemala (MINUGUA) is concerned that not enough reform has been made to demilitarize the country and make more resources available for the health, education and public security sectors.
