Achieving a Just Transition through Article 6

The Paris Agreement established a global carbon market (under Article 6) in which (developing) countries may sell certified emission reductions to (industrialized) countries. In theory, the idea should increase green investment in (developing) countries and contribute to sustainable development. However, evidence from the Clean Developing Mechanism (CDM) show that few countries in need benefited. How should a global market be designed to truly contribute to development and a Just Transition?
