The COVID-19 pandemic has laid bare 2 critical facts - the necessity of effective disaster management systems, and the gaps in the working of these systems in reaching persons with disabilities. NCPEDP's 2020 report, 'Locked Down and Left Behind', looked at the impact of COVID-19 on persons with disabilities in India - understanding the governance framework for securing their rights during the pandemic, and making recommendations for better access to protection and safety in the current(and any subsequent) wave of the crisis. During the side event, the key findings and recommendations as well as the experiences and challenges of people with disabilities during the second wave of the pandemic will be presented. A panel discussion will explore both the gaps and good practices in the disaster management systems in India; policies and potential for collaborative efforts between the Government, Civil Society and persons with disabilities for Building Back Better.
