In this lecture I will consider the legal status of cyberspace and the status of the principle of sovereignty in cyberspace. I will first discuss the nature of cyberspace and its three layers. Then I will consider the place, role and content of the principle sovereignty as it applies to cyberspace. Following this, I will explore the question of whether cyberspace itself can become sovereign and whether big tech companies can be treated as sovereigns.

In this lecture I will discuss the question of whether and how the international law rules regulating the use of force apply to cyber attacks. More specifically, I will discuss whether and under what circumstances cyber attacks constitute a use of force for the purposes of Article 2(4) of the UN Charter or an armed attack for the purposes of Article 51 of the UN Charter triggering the right to self-defence. In this respect, I will also consider the use of force in cyberspace by non-state actors.
