The world has a number of tools at its disposal to achieve action on Water. In 2016, the Strategic Plan was agreed by the Ramsar Convention on Wetlands, in 2022, Parties to the Convention on Biological Diversity agreed on the historic Kunming-Montreal Global Biodiversity Framework. These frameworks will contribute to achievement of the Sustainable Development Goals.

The current triple-planetary crises of climate change, biodiversity loss and pollution significantly impact the function and value of freshwater and coastal and marine ecosystems. While there are many ongoing efforts to resolve the crises, progress remains slow and limited in scale.

Transboundary waters account for 60 per cent of the world's freshwater flows. More than 3 billion people depend on them. Cooperation on shared resources is therefore essential to promote sustainable economic development, human and environmental health, biodiversity, climate action and resilience, disaster risk reduction, and peace. Unfortunately, cooperation in most transboundary basins is not fit to deal with future challenges and progress is too slow.
