The Security Council adopted resolution 2698 (2023) renewing the authorisations as set out in paragraphs 7, 8, 9 and 10 of resolution 2240 (2015), for a further period of twelve months. Resolution 2040 condemns all acts of migrant smuggling and human trafficking into, through and from the Libyan territory and off the coast of Libya, which undermine further the process of stabilisation of Libya and endanger the lives of thousands of people. The Council also heard a report of the Secretary-General on the implementation of related Security Council resolution 2652 (2022). The resolution was adopted with 14 votes in favour, none against and 1 abstention (Russian Federation).
