Vivian Okeke, Director of the International Atomic Energy Agency Liaison Office in New York, addresses, on behalf of the Director General of International Atomic Energy Agency (IAEA), the 91st plenary meeting of the General Assembly on general and complete disarmament, held to commemorate and promote the International Day against Nuclear Tests.
