The Security Council later voted on a draft resolution by several Gulf States that intended to strongly encourage countries to coordinate defensive efforts and deter attempts to interfere with international navigation through the Strait of Hormuz. The draft resolution was not adopted due to vetoes by Russian Federation and China.
