UN Secretary-General in Satellite Link-up with Presidents of Argentina, Bolivia and Paraguay

Boutros Boutros-Ghali, Secretary-General of the United Nations, speaking through satellite link-up with Presidents of Argentina, Bolivia and Paraguay, on the occasion of the ceremonial launching of the first International White Helmets Initiative. The initiative was proposed by the President of Argentina.
