Council Discusses Humanitarian Situation in Ukraine

Vitaly I. Churkin, Permanent Representative of the Russian Federation to the UN, addresses the Security Council meeting on the humanitarian situation in Ukraine. Churkin describes the ongoing violence as a ""war"" and calls for emergency measures to improve the humanitarian situation in the east of Ukraine.
