President of Madagascar Signs Treaty Protocols

Andry Nirina Rajoelina (seated), President of the Transitional Government of the Republic of Madagascar, signs the Optional Protocol to the Convention on the Rights of the Child on a communications procedure and the Second Optional Protocol to the International Covenant on Civil and Political Rights, aiming at the abolition of the death penalty. To the right of Mr. Rajoelina is the UN Officiating Officer, Stephen Mathias, Assistant Secretary-General for Legal Affairs.
