Haiti's Foreign Secretary Addresses U.N. 10TH Anniversary Session

Mr. Mauclair Zephirin, Secretary of State for External Relations of Haiti, addresses a meeting of the United Nations commemorative observance, this afternoon at the San Francisco Opera house. Seated at the rostrum (1. to r.) are Secretary-General Dag Hammarskjold; Dr. Eelco N. van Kleffens, of the Netherlands, who presides over these meetings; and Mr. Andrew W Cordier, Executive Assistant to the Secretary-General.
Mr. Zephirin emphasized that the system of peace and security rested on the sovereign equality of all states, large and small, and he expressed the hope that the Security Council might one day better reflect the voice of the small nations. He also envisaged an international court of the U.N. for individual justice and, reviewing the U.N. record, he referred to its success in ending dangerous conflicts and expressed the hope that given good faith it would realize its potential for securing a better life for all.
