Governing Council of New UN Special Fund Meets

The Governing Council of the new United Nations Special Fund opened its first meeting yesterday at UN Headquarters. The purpose of the Special Fund, which was established by the UN General Assembly in October 1958, is to provide assistance in "fields essential to the integrated technical, economic and social development of the less-developed countries." The Governing Council, elected by the Economic and Social Council, consists of eighteen countries.

Here, studying the Daily Journal shortly before today's meeting opened, are Mr. Paul G. Hoffman (right), Managing Director of the Special Fund; and Mr. Jose Serrano, of Chile, Chairman of the Governing Council.
