Committee voted 36 to 8, with 4 abstentions, on joint amendment of delegations of Panama and Guatemala to grant Special Committee power to conduct investigations in Palestine and wherever it may deem useful. First Special Session was convened at the request of the United Kingdom to consider the Palestine question.
