The Security Council meets at the level of Heads of State and Government as part of the Millennium Summit of the United Nations. The world leaders unanimously adopted resolution 1318 (2000), containing a Declaration by which the Council reaffirms its determination to give equal priority to the maintenance of international peace and security in every region of the world, with special attention to promoting durable peace and sustainable development in Africa. The Declaration also addresses such issues as: illegal exploitation and trafficking of high-level commodities which contribute to conflicts; addressing the root causes of conflicts; preventing the illegal flow of small arms; strengthening United Nations peacekeeping operations; and ensuring the safety and security of United Nations personnel. Through a presidential statement, they also express deep concern at the continuing hostilities in the Democratic Republic of the Congo.
