Human resources are wasted and development retarded if people are unemployed or underemployed, or are crippled physically or mentally by their work. The abilities and skills of everyone, including women and young people, in rural as well as urban areas, in remote corners as well as metropolitan centres, must be encouraged and developed. A principal goal of the Second UN Development Decade is to help the millions of people who are poor, sick, hungry and illiterate earn enough money to achieve "a minimum standard of living consistent with human dignity".
