Security Council Fails to Approve Membership Applications of Two Vietnamese States

The Security Council this afternoon failed to adopt two proposals recommending the General Assembly the admission of the Republic of South Viet-Nam and the Democratice Republic of Viet-Nam to membership in the United Nations. The draft resolutions to that effect were not adopted due to the negative vote of a permanent member of Council, the United States. The two proposals before the Council, one recommending the admission of the Republic of South Viet-Nam and the other recommending the application of the Democratic Republic of Viet-Nam, each received 13 votes in favour to 1 against (Unted States) with 1 abstention (Costa Rica).
