Security Council Condemns Beirut Massacre

The Security Council this morning unanimously condemned the massacre of civilians in Beirut and authorized an increase in the number of United Nations Observers in the Beirut area from 10 to 50. It also requested the Secretary-General to initiate consultations, particularly with the Lebanese Government, on additional steps that could ensure full protection of Beirut's civilians, including possible deployment of UN forces.
