USSR Ratifies Conventions on Genocide and Political Rights of Women

This picture shows Mr. Andrei Y. Vyshinsky (left), Permanent Representative of USSR to the United Nations, depositing his Government's instruments of ratification to two U.N. conventions --the Convention on the Prevention and Punishment of the Crime of Genocide, and the Convention on the Political Rights of Women. Secretary-General Dag Hammarskjöld (right), accepts the instruments. The brief ceremony took place today at U.N. Headquarters.
Mr. Vyshinsky made reservations to both conventions, including the conditions under which disputes between parties to the conventions would be submitted to the International Court of Justice, and the extension of the provisions of the Genocide Convention to trust territories and non-self-governing territories. The Soviet Union, this latter reservation said, felt that the Genocide Convention should automatically include these territories; therefore, it did not accept an article in the convention which gives countries administering the territories the option of extending its provisions to them.
