First Governing Council of U.N. Environment Programme Opens in Geneva
The first session of the Governing Council of the U.N. Environment Programme opened this morning in the new wing of the Palais des Nations, Geneva. A message from Secretary-General Kurt Waldheim was read at the meeting. The Council heard a statement by the newly elected President, Ingemund Bengtsson (Sweden), and a statement by Maurice F. Strong, Executive Director of the U.N. Environment Programme.
