The Security Council this afternoon received a three-power draft resolution which, among other things, would declare full support for the Central Government of the Congo in maintaining law and order, and authorize the use of United Nations force, if necessary, to apprehend all foreign mercenaries and hostile elements.
At the Council table, before the meeting got under way (from left) are: U Thant, Acting Secretary-General of the U.N. conversing with Ralph J. Bunche, Under-Secretary for Special Political Affairs; Valerian A. Zorin (USSR), President of the Security Council; and G. Arkadev, Under-Secretary for Political and Security Council Affairs.
