A general view of the Security Council conference room during the voting on the Sanction Resolution presented by the USA, thus opening the way for unreserved military operations by the 59 UN members. With USSR absent, and Yugoslavia voting against, the vote was seven to one in favour of the Resolution (Egypt and India reserving their vote until reception of instructions of their Government).
In the photo, at left, the seven hands in favour of the resolution are shown raised, they stand for China, Cuba, Ecuador, France, Norway, United Kingdom, and USA.
