“It is for me incomprehensible that it is the sixth time in this conflict that one of our schools has been hit in this way and with significant loss of life. This something that UNRWA already in the past has condemned, we will condemn it every time it happens but I cannot understand why the additional measures of precaution that is required , the additional protection by armed forces, in this particular case by the Israel Defense Forces, cannot be improved on. I cannot understand it.

“Responsibility for protection of civilians in times of war lies with the armed parties themselves. It is not something that UNRWA can guarantee. Armed parties, the Israel Defense Forces, fighting forces inside Gaza are the ones that have the responsibility to ensure protection of civilians. And the international community has the responsibility politically to intervene, to stop abuses when fighting parties cannot guarantee that and do not do that themselves.”

“Young Yousef who is five months old and lying in the bed, the victim of yesterday’s shelling of the Jabaliya school is a person like each and everyone of us, a child like each and every child in the world that should never have to be lying in this bed.”

UNRWA Commissioner-General Pierre Krahenbuhl visited the paediatric ward at the main Shifa Hospital in Gaza City today where he witnessed the suffering inflicted upon young Palestinians by Israel’s bombing campaign. UNRWA
Among the many children lying in the rooms and corridors Krahenbuhl saw 5 month-old Yussuf who has very barely and not yet definitively survived the shelling of the UNRWA school building on Wednesday in Jabalya in the north of the Gaza Strip.
On Wednesday the elementary girls school in Jabalya serving as a designated emergency shelter for displaced people received artillery strikes, resulting in multiple deaths and injuries. UNRWA has assessed the hells to have been fired by the Israeli military. The precise location and coordinates of the school were conveyed on 17 occasions to the Israeli military, including a notification that the school was sheltering displaced persons. The displaced were instructed by the Israeli military to evacuate their homes and seek shelter in premises such as UNRWA’s. UNRWA condemns this attack in the strongest terms, reiterating that it was a serious violation of international law, and calls for accountability, including the immediate launching of a transparent investigation by Israel and to share its findings.
UNRWA also mourns the death of its eighth staff member since the start of the current period of hostilities. Whilst displaced from his home, he worked in the emergency shelter team in the Jabalia school which was shelled in the morning of 30 July. He died of his injuries.
There are now 86 UNRWA emergency shelters in the Gaza Strip, housing 225,178 internally displaced persons.
