“We are confronting a tragedy that needs urgent attention and action. UNAMI remains engaged in advocacy with our interlocutors on all sides to ensure that those in need receive assistance. The deliberate targeting of civilians during armed conflict is a violation of international humanitarian law and may constitute a war crime. All parties to the conflict in Iraq must abide by international law and protect civilians living in areas affected by the fighting.”

UN officials have expressed concern over the violence on Sinjar and Tal Afar in Iraq’s Ninewa province by the Islamic State in Iraq and the Levant (ISIL).
The Special Representative of the United Nations Secretary-General (SRSG) for Iraq, Nickolay Mladenov called for swift formation of inclusive government, urged Iraq’s political leadership to set aside their differences and to work together to swiftly form an inclusive government.

The Security Council on Tuesday issued a statement condemning the attacks. The statement, read by Ambasador Mark Lyall Grant of the United Kingdom condemned “in the strongest terms the systematic persecution of individuals from minority populations, including Christians, and those who refuse the extremist ideology of ISIL and associated armed groups.”

The Council noted that “the large-scale offensive carried out by ISIL in Iraq and Syria has a trans-border nature and affirm that ISIL poses a threat not only to these countries but to regional peace, security, and stability.”

The Council called on all political entities to overcome divisions and work together in an inclusive and urgent political process to strengthen Iraq’s national unity, sovereignty and independence and for Iraq’s leaders to engage, as quickly as possible, to form a Government that represents all segments of the Iraqi population and that contributes to finding a viable and sustainable solution to the country’s current challenges.
In Baghdad, the Deputy Special Representative, Gyorgy Busztin said “we are confronting a tragedy that needs urgent attention and action.”

Busztin said “the deliberate targeting of civilians during armed conflict is a violation of international humanitarian law and may constitute a war crime.”

He said “the current existential crisis facing Iraq, the region and beyond requires a collective effort of Iraq’s politicians to engage in meaningful and constructive dialogue” and expressed hope that the new Iraqi President, Fuad Masoum, “will proceed with charging the nominee of the largest parliamentary bloc with forming the new government, in conformity with the constitution.”

The United Nations children’s agency (UNICEF) expressed “extreme concern” today over reports that some 40 children from northern Iraq’s Yazidi minority group died as a result of the violence being carried out in the Sinjar region by militants belonging to ISIL and other armed groups.
