“Hamas – like ISIS and Boko Haram and al-Qaeda – share a disdain for democracies, a contempt for modernity and a determination to destroy our way of life. In Gaza, Hamas sees no problem with abusing international humanitarian centers and religious institutions for terrorist activities. “The climate of international relations 100 years following the beginning of the First World War is not promising. They do not point to the fact that states involved in that war have not learned anything from the history of that catastrophe, as that war was followed by a Second World War, more destructive and more painful. Now the very same policies seem to govern most international relations towards chaos, towards what might be called a Third World War being waged by the same colonial states with the same spirit of opportunism. However, this time the agents are present in many areas of conflict around the world. The creation of the UN regretfully did not lead to the noble objective for which it was created: the saving successive generation from the scourge of war, as stated in the preamble Charter.

“Taking advantage of its power, veto power, that Member State has committed aggression against Ukraine, even though before that this State had always recognized territorial integrity and state borders of my country in accordance with relevant bilateral treaties. In this context, I would like to emphasize that Permanent Membership in the Security Council and the veto power is not just a privilege or good luck, it is an obligation and a duty to responsibly take care of the peace and security in our world. Abuse of this status, seriously undermines authority and credibility of this organization.

During an open debate of the Security Council on conflict prevention, Israeli ambassador Ron Prosor said that “Hamas –like ISIS and Boko Haram- share a disdain for democracies, a contempt for modernity and a determination to destroy our way of life.”

He added “in Gaza, Hamas sees no problem with abusing international humanitarian centers and religious institutions for terrorist purposes. It stores weapons in UN facilities, transports terrorists in ambulances and fires rockets indiscriminately from mosques, schools and hospitals deep into the hearts of civilian centers in Israel.”

The Security Council today (21 Aug) expressed its commitment to consider and use the tools of the United Nations system to ensure that warning signals about potential conflicts trigger “early, concrete preventive action,” as senior UN officials urged the body to take up the challenge of helping move the Organization from a culture of reaction towards one of prevention.

Also speaking to the Security Council, the Syrian ambassador Bashar Ja’afari said “the climate of international relations 100 years following the beginning of the First World War is not promising. They do not point to the fact that states involved in that war have not learned anything from the history of that catastrophe, as that war was followed by a Second World War, more destructive and more painful.”

In reference to Russia, the Deputy Permanent Representative of Ukraine Oleksandr Pavlichenko said “taking advantage of its power, veto power. He added “in this context, I would like to emphasis that Permanent Membership in the SC and the veto power is not just a privilege or good luck, it is an obligation and a duty to responsibly take care of the peace and security in our world. Unanimously adopting a resolution on conflict prevention, the Council expressed its determination to enhance the effectiveness of the United Nations “in preventing and ending armed conflicts, their escalation, spread when they occur, and their resurgence once they end.”
