United Nations (UN) Secretary-General Ban ki-moon urged world leaders participating in tomorrow’s Security Council summit on foreign terrorist fighters, "to come together decisively in support of efforts to confront these groups."

Speaking at a press conference today (23 Sept) at the climate summit in New York, Ban said today that “confronting terrorist groups operating in Syria requires a multifaceted approach” and that it should be designed to "address the immediate security risks, to stop atrocity crimes and, of the longer term, to eliminate the conditions in which these groups take root.”

The UN Chief noted that he had “sounded alarm bells about the brutality of extremist armed groups in Syria and the critical threat they pose to Syria and to international peace and security” for more than one year.

He said that the rise of extremist groups is “a consequence – and not the cause – of Syria’s tragic civil war,” but noted that there can be no justification for their barbarity and the suffering they impose on the Syrian people.”

On the protection of civilians, he said that “there can be no genuine protection if extremist groups are permitted to act with impunity and if the Syrian government continues to commit gross human rights violations against its own citizens.”

Ban called for “immediate action” to protect the Syrian people from the threat posed by extremist groups, “but action that is rooted in the principles of the United Nations.”

He regretted “the loss of any civilian lives” as a result of military strikes against targets in Syria. He called on world leaders operating in Syria “to abide by international humanitarian law and take all necessary precautions to avoid and minimize civilian casualties.”

Ban noted that today’s strikes to extremist targets in Syria were not carried out at the direct request of the Syrian Government, but he said that “the government was informed beforehand.”

He stressed that is it “undeniable” and has been “the subject of broad international consensus” that extremist groups operating in Syria are posing an “immediate threat to international peace and security."
