“The terrorist group known as ISIL must be degraded and ultimately destroyed. This group has terrorized all who they come across in Iraq and Syria. Mothers, sisters and daughters have been subjected to rape as a weapon of war. Innocent children have been gunned down. Bodies have been dumped in mass graves, religious minorities have beeb starved to death. In the most horrific crimes imaginable, innocent human beings have been beheaded, with videos of the atrocity distributed to shock the conscience of the world. No God condones this terror. No grievance justifies these actions. There can be no reasoning – no negotiation – with this brand of evil. The only language understood by killers is the language of force.”

Secretary-General Ban Ki-moon told Members States “it has been a terrible year for the principles enshrined in the United Nations Charter. From barrel bombs to beheadings, from the deliberate starvation of civilians to the assault on hospitals, UN shelters and aid convoys, human rights and the rule of law are under attack.”

At the opening today (24 Sept)of the UN General Assembly’s 69th debate, Ban urged Member States to fulfil their responsibilities to their populations.

He said “States also need to be open to discussing their own vulnerabilities. Let us recall that the Universal Declaration of Human Rights not only proclaims a set of freedoms, it also warns that people will not stand idle if they are not protected.”

Using her role as first national leader to address the annual General Debate, Brazilian President Dilma Rousseff called for an end to the insufficient representation and participation of developing countries in decision-making at international financial institutions, such as the International Monetary Fund (IMF) and the World Bank, as well as on the 15-member UN Security Council, a decades-old demand by Brazil and many other regional power-houses.

On the Israeli-Palestinian crisis Rousseff deplored the recent “tragic events” in Gaza and the disproportionate use of force that affected civilians, especially women and children, and reiterated her country’s support for a two-State solution, with Palestine and Israel living side by side in security and within internationally recognized borders.

She also condemned “the systematic massacre of the Syrian people, the tragic national destruction of Iraq, the serious insecurity in Libya, the conflicts in the Sahel and the clashes in Ukraine.”

She said “the use of force is unable to eliminate the deep causes of conflicts.”

Roussef added “the Security Council has found difficulties to promote a peaceful solution of those conflicts. To overcome those impasses it will be necessary a real reform of the Security Council, a process that has been delayed for a long time.”

Also addressing the UN General Assembly, United States President Barack Obama said “the terrorist group known as ISIL must be degraded and ultimately destroyed. This group has terrorized all who they come across in Iraq and Syria.”

He added “mothers, sisters and daughters have been subjected to rape as a weapon of war. Innocent children have been gunned down. Bodies have been dumped in mass graves, religious minorities have been starved to death. In the most horrific crimes imaginable, innocent human beings have been beheaded, with videos of the atrocity distributed to shock the conscience of the world.”

Obama stressed “no God condones this terror. No grievance justifies these actions. There can be no reasoning – no negotiation – with this brand of evil. The only language understood by killers is the language of force.”

Regarding the Israeli-Palestinian conflict, the US President said the status quo in the West Bank and in Gaza is not sustainable.

He also said “we cannot afford to turn away from this effort – not when rockets are fired at innocent Israelis, or the lives of many Palestinian children are taken from us in Gaza.”

Finally, Obama underlined “as long as I am President, we will stand up for the principle that Israelis, Palestinians, the region and the world will be more just with two states living side by side in peace and security.”
