It sets forth the protection for the first time in the history, environmental rights. It sets forth special protection for health care, education, public education, free quality universal public health care. It sets forth for the protection of labour rights for our workers, the right to stability and quality and work in their jobs. It sets forth protection for contractual rights, salary rights, the protection also of the youth, the adolescence, the teens, the protection of women in particular, of persons with disabilities.”

The President of the Bolivarian Republic of Venezuela Nicolas Maduro addressed today (12 November) the UN Human Rights Council in Geneva in a special meeting in which he reported on the situation of Human Rights in his country.

He said that “I am pleased to announce to you that this National Human Rights plan, which is the result of a broad consultation of all sectors of the society will be entirely in step harmoniously with the presentation of the UPR (Universal Periodic Review) for our Bolivarian Republic of Venezuela before this body in 2016.”

Referring to the current constitution in Venezuela, President Maduro stressed that “it clearly sets forth the protection of sensitives sectors of our society, vulnerable sectors, children, boys and girls, right holders, based on the constitution, social rights. It sets forth the protection for the first time in the history environmental rights. It sets forth special protection for health care, education, public education, free quality universal public health care. It sets forth the protection of labour rights for our workers, the right to stability and quality and work in their jobs. It sets forth protection for contractual rights, salary rights, the protection also of the youth, the adolescence, the teens, the protection of women in particular, of persons with disabilities.”

In a short video message that UN Human Rights chief Zeid Ra’ad Al Hussein delivered before the President’s speech he raised “serious concerns about the independence of the judiciary in Venezuela, the impartiality of judges and prosecutors and the pressures they face in handling politically sensitive cases”.

The UN High Commission for Human Rights also “urged Venezuela to ratify again the Inter-American Convention on Human Rights”. It withdrew from the Inter-American Convention on Human Rights in 2012, depriving victims from seeking protection from the Inter-American Court of Human Rights.

The last special Rapporteur for Human Rights visited Venezuela in 1996.

Venezuela has recently been re-elected as a member to the Human Rights Council.

After the speech of Palestinian President Mahmoud three weeks ago, the discourse of President Maduro was the second one from a head of state who had expressed the situation of human rights in his country to the Human Rights Council.
