“I am slightly disappointed. Disappointed, that I am not here today to see a new transitional government in place. Disappointed, that another date has come and gone. This disappointment stems not solely because a day on a calendar was missed, but because the potential, the opportunity, the possibility of a new government is so close, so vital for this country, that it must be taken.”

8. SOUNDBITE (English) Festus Mogae, former president of Botswana, Chairman, Joint Monitoring and Evaluation Commission (JMEC), African Union:
“Both the Peace and Security Council of the African Union and IGAD are very worried, as well asI am, that the August 2015 agreement is in danger, on multiple fronts. Every representative I spoke with in Addis Ababa expressed his or her concern at the situation here. Everyone spoke to me of their concerns at the much too slow rate of implementation and the implications of delay for national and regional stability, and for the lives of millions of your citizens. People are watching closely. But ultimately, it is your peace, not theirs. Africa will support you, as will the world. But the responsibility for peace and good governance lies first on your shoulders, not on the shoulders of others.”

Storyline

The Chairperson of the Joint Monitoring and Evaluation Commission (JMEC) and former president of Botswana Festus Mogae said he was disappointed that a transitional government of South Sudan has not yet been formed.

During the fourth JMEC meeting in Juba on Tuesday (2 Feb), he said that this disappointment “stems not solely because a day on a calendar was missed, but because the potential, the opportunity, the possibility of a new government is so close, so vital for this country, that it must be taken.”

The JMEC and parties to the South Sudanese peace agreement met African Union Summit in Addis Ababa over the weekend.to discuss ways on how to implement the signed peace agreement.

Mogae said the Peace and Security Council of the African Union and IGAD (Intergovernmental Authority for Development) are very worried that the August 2015 agreement is in danger and called upon both parties to the agreement to speed up the formation of the Transitional Government of National Unity in order to end human suffering in the country, adding that the agreement may be in danger.

He called for the formation of the transitional power-sharing government, saying this step is long overdue, according to the timetable of the August 2015 peace deal.
