“You have to create an environment where this behavior is not tolerated and when it occurs, that we respond rapidly. In that rapid response, we have to do two things. First, we have to get assistance to victims, emergency assistance. We need to give them the kind of emergency assistance, give them access to the psycho-social care they need to recover from the awful experience that they’ve had. And second, we need to work collectively with the member states and with other proper judicial authorities to see that investigations happen quickly, witnesses are interviewed and that appropriate systems of justice are engaged so that all of us can see that justice is done. And third, we have to publicly come forward, and say what do we know about this behavior when it occurred.”

The United Nations’ (UN) special coordinator on Sexual Exploitation and Abuse (SEA) is in Central African Republic to meet with senior management at the UN mission (MINUSCA) to discuss the implementation of measures to strengthen the response process for SEA.
The appointment Jane Holl Lute was part of a series of ongoing measures derived from the Secretary-General’s analysis of the High-Level External Independent Review Panel on Sexual Exploitation and Abuse by International Peacekeeping Forces in the Central African Republic that submitted its report on 17 December 2015. The mission also announced on 25 March that it had received new allegations of sexual exploitation and abuse.
Speaking of the recent allegations, Lute said “we have to get to the root of this problem” describing it as “unacceptable.” She said it was not enough to denounce the acts rather the organization must create the expectation of responsibility in every UN staff member and every military member in a contingent, adding that, “when we represent the UN, we represent the very best that humanity has to offer and at the moment, these allegations reflect the worst we can imagine.”
Lute said the UN must create an environment where the victims “can come forward when these behaviours have occurred”, “levy allegations without fear”, and see that “justice is done.”
