In this regard we see relevance in the matter of closing, in the name of counter-terrorism, the Turkish-Syrian border.”

“Truly ISIL’s core is becoming squeezed in Iraq and Syria, this means that income streams shift and the traditional division in oil, antiquities, (and) extortion may shift in its balance. However, also the squeeze means that ISIL now increasingly comes under pressure to move funds that it has created in excess in what it would need outside; outside, not only to finance new affiliates, groups, but also to finance cells.”

United Nations (UN) Secretary-General Ban Ki-moon said terrorism and violent extremism are global threats which transcend cultures and boundaries and should not be associated with any one religion, nationality or ethnic group.
Addressing the Security Council, Ban said approaches to preventing violent extremism and countering terrorism must respect international human rights and humanitarian law. He noted that “too often this basic understanding has been broken or ignored.”
Saudi ambassador Abdallah Al-Mouallimi said, “The Islamic world was the first to carry the burden of terrorism, be it official organized terrorism based on occupation and the extortion of land and property, or that which is concealed under the garments of religion or sect.” He said the failure to condemn Israel’s “terrorism” has in fact fuelled terrorism and caused it to spread. Al-Mouallimi also said that Iran has worked to create an environment in the region that fosters the spread of extremism, violence, and “sectarian terrorism.”
US Ambassador Samantha Power said terrorist groups have become dangerously adept at using the internet and communications technologies to propagate their hateful messages. She stressed, however, that this should not drive countries to impose wide-ranging limits on the internet. Quoting US Supreme Court Justice Robert Jackson, Power said “Freedom to think as you will and to speak as you think are means indispensable to the discovery and spread of political truth.” She said, “It is ISIL and Al-Qaeda that are most afraid of the truth. Depriving people of opportunities to discuss, debate, and express themselves online is not going to increase our security. It will increase division between different countries, different people, and between citizens and their government.”
Several events at the UN also focused on the financing of terrorists and their operations. Russian Ambassador Vitaly Churkin said “the bulk of ISIL-exported oil products, artefacts, and other goods, from the territories this group controls, continue to be carried out through Turkey with its complacency or inaction.” He said, “In this regard we see relevance in the matter of closing, in the name of counter-terrorism, the Turkish-Syrian border.”
Speaking to the press, the head of monitoring team which supports the sanctions committee for ISIL and Al-Qeada, Hans-Jacob Schindler said ISIL’s core is becoming squeezed in Iraq and Syria. He said the squeeze means that ISIL is now increasingly coming under pressure to “move funds that it has created in excess in what it would need outside; outside, not only to finance new affiliates, groups, but also to finance cells.”
