“It is the exception when medical supplies are actually allowed to pass on convoys. It is a rule, and a rule that is enforced across the board by the Syrian government’s bureaucracy to remove medical supplies from convoys. Just to give you one example: on a recent convoy to Rastan the authorities went so far as to remove the scissors and anaesthetics from midwifery kits. Who does this? Let’s be honest, the people who do this are people who don’t give a damn what this Council prescribes.”

In an emergency meeting of the Security Council on the situation in Aleppo, United Nations (UN) Humanitarian Coordinator Steven O’Brien said those responsible for repeated unconscionable acts of inhumanity in Syria must know that they will one day be held accountable.
O’Brien said he was “horrified” by the further death and destruction in the city which can be estimated to have killed and injured hundreds. He said the targeting of medical facilities by both sides not only claimed innocent lives but left thousands of civilians unable to obtain the most basic levels of care.
UN Under-Secretary-General for Political Affairs Jeffery Feltman said the pattern of “systematic destruction is evident in Aleppo.” He noted the arrangements made last night to extend the nationwide cessation of hostilities to the city and urged parties to immediately and comprehensively abide by it. Feltman noted the importance of combating terrorism in Syria; however he said this should not prevent the advancement of serious negotiations on a political transition.
British ambassador Matthew Rycroft said Aleppo has become a symbol of “Assad’s willingness to fight to the last breath even if it means the very destruction of Syria.” He said, “The cessation of hostilities has effectively ceased to exist in Aleppo. The city is burning, people are dying.”
French ambassador François Delattre said as the Security Council adopted a resolution calling for the protection of medical infrastructures and personnel in conflict situations, “the regime takes them as targets.” He said, “The regime of Syrian President Bashar Al Assad is fully responsible for breaking the truce in Aleppo.”
United States ambassador Samantha Power said medical supplies are removed as a “rule that is enforced across the board by the Syrian government’s bureaucracy.” She said recently the authorities removed even the scissors and anaesthetics in midwifery kits from an aid convoy to the city of Rastan. She said “the people who do this are people who don’t give a damn what this Council prescribes.”She said, “The part primarily responsible for Aleppo burning is a UN Member State.
