“CITSAM has verbally briefed the former two warring parties of the verification and finally reported to JMCC (Joint Military Ceasefire Commission (JMCC) nevertheless CTSAMM is not in a position to declare completion of transitional security arrangements in Juba since Government has not declared its forces completely. It is my hope that with the formation of TGNO, the outstanding issues can be addressed properly and expeditiously.”

“I have to reiterate my deep concern about the challenge and constraints facing the CTSAMM inter alia the problem of freedom of movement and in the delay of the establishment of JOC, ATMCC and JMCT which has undermined the mobility and efficiency of CTSAMM”.

The mechanism charged with monitoring the ceasefire in South Sudan has called on all parties to uphold their commitment to ensure recovery and reconstruction of South Sudan.
The Ceasefire and Transitional Security Arrangements Monitoring Mechanism (CTSAMM) monitors the security arrangements for both parties in line with the peace agreement and verifies implementation as well as violations.
The chairman, Major General Molla Hailemariam said that CTSAMM is not in a position to declare completion of transitional security in Juba since the government has not completely declared its forces.
He also added that the transitional period in South Sudan is underway and that CTSAMM has to adapt itself to new political reality and work closely with the Joint Military Ceasefire Commission (JMCC) and other critical institutions to facilitate the verification of the transitional security arrangement while remaining vigilant on the situation.
