“The Secretary-General has removed the Saudi-led coalition from the list in the annex. We expect that information should be provided to us by the coalition and we will then review it. The Secretary-General has decided to do this to give the coalition an opportunity to present information that coalition members insist is important to our analysis. You know I think at every attack against civilians, every attack against civilian infrastructure, the Secretary-General has spoken out forcefully, has condemned it, and has always called for an investigation.”

“Not for once but I will be honest, I think we’re not in the standard operating procedure area anymore. The Saudis were consulted regularly, if not quarterly, by the office of the children in armed conflict’s representative. And they were consulted throughout this process.”

“There is a well-established mechanism of review of the facts on the ground and that’s how they arrived at the figures. I would encourage you to look and read through the report and look at the methodology. This is not the first such report. We’ve been publishing for a number of years and once again we stand by the figures in the report.”

United Nations (UN) spokesperson Stephane Dujarric said the Secretary-General’s report on the protection of children in armed conflict stands and it’s substance is unchanged despite removing the Saudi-led coalition from the blacklist of children’s rights abusers.
Speaking to reporters today (7 Jun) in New York, Dujarric said the “sole change is in the annex” confirming that the UN stood by every fact and figure in the report. He said the body of the report provided an extremely alarming picture in Yemen on the failure of all side to protect children, including the coalition and non-state actors alike. He noted a six-fold increase in the number of children killed or maimed in 2015 compared to 2014.
The spokesperson said the removal of the Saudi-led collation was “pending” a review of information that is expected to be submitted to the UN. He said the Secretary-General had decided to do this “to give the coalition an opportunity to present information that coalition members insist is important to our analysis.”
Asked whether it was standard procedure to remove a party from the list pending a review, Dujarric said “I think we’re not in the standard operating procedure area anymore.” Dujarric said the Saudi government was consulted regularly while the report was being prepared and the mechanism to review facts on the ground was well-established. He said “This is not the first such report. We’ve been publishing for a number of years and once again we stand by the figures in the report.”
