“You wish for North Korea to stop testing. And you condemn them in the Security Council and you impose a lot of economic sanctions against them but one must have a realistic view of what would work. And in this context punishment is not enough. You also have to have a conviction that it is good for me. That means you have to talk to them, what would they value, what is the quid pro quo.”

“Well the point is explore various ways in which this Treaty against nuclear testing can come into force and be stronger than it is now. And this has many avenues that we can try. One is, could you go to the UN General Assembly and use the authority and public pressure of the General Assembly to urge the eight that remain. You can look at specific areas, like North Korea, why are the North Korean’s still testing. What would be required, what would bring them to consider stopping testing in the future.”

The former Director General of the International Atomic Energy Agency (IAEA), Hans Blix, today (14 June) spoke about the need to prevent further nuclear tests by North Korea, and stressed that punishment alone will not work.
Blix, speaking on the sidelines of the 20th annual ministerial meeting of the Comprehensive Nuclear-Test-Ban Treaty Organization (CTBTO), said “one must have a realistic view of what would work. And in this context punishment is not enough. You also have to have a conviction that it is good for me. That means you have to talk to them, what would they value, what is the quid pro quo.”
Blix said “you can look at specific areas, like North Korea, why are the North Korean’s still testing. What would be required, what would bring them to consider stopping testing in the future.”
Over 120 high-level delegations from around the world, attended the 20 years CTBT Ministerial Meeting, held 13-14 June in Vienna, Austria. Joined by youth representatives from around the world, they discussed ways to bring Comprehensive Nuclear-Test Ban Treaty into force, and need for creative approaches.
Statements of support for the CTBT’s entry into force were provided by, among others, United Nations Secretary-General Ban Ki-moon and the High Representative of the European Union for Foreign Affairs and Security Policy, Federica Mogherini.
