“What we want at this stage is to create conditions whereby Lord Resistance Army is unable to recruit, unable to refurbish its arms as it were. And the opportunity offered by the withdrawal planned by the Ugandan Army from the region of Obo, where it operates, give an opportunity of the LRA to try to show its strength. So the international community should not allow this.”

A top United Nations (UN) official told the Security Council “despite the successes realized, Boko Haram continues to pose a serious threat” to the Central African region stability.
Briefing Security Council members today (15 Jun) on the situation in that African region, Abdoulaye Bathily, the Special Representative of the Secretary-General for Central Africa said Boko Haram “persists in targeting civilians, including through suicide attacks, often using young girls as bombers.”
He also noted that while humanitarian assistance had been mobilized for the populations affected by Boko Haram, the number of internally displaced persons and refugees fleeing from violence continued to rise, with limited funding received to address the growing humanitarian needs.
Regarding the Lord’s Resistance Army (LRA), Bathily noted that this group continued to threaten the security of the population in its operating area and had notably increased its attacks in the Central African Republic (CAR).
He said “overall, the LRA appears now to be deviating from what had been for a certain period of time a low-profile posture, with attacks against larger and less isolated population areas being noted and an increased number of children kidnapped and kept. We must keep this in mind and continue our efforts until the job is finally completed.”
Bathily expressed the UN’s concern about the impact of Uganda’s potential withdrawal on the security situation in eastern Central African Republic.
He called on all stakeholders, including the government of Uganda and the Central African Republic, to ensure that a potential departure of Ugandan troops is undertaken in an “orderly and coordinated manner.”
The UN Special Representative also pointed out that the challenges in the Central African Republic remained immense in areas such as protection and humanitarian needs, poverty, disarmament, demobilization, reintegration, repatriation and security sector reform, adding that armed groups still control large parts of the country.
Speaking to reporters outside the Security Council, Bathily said Boko Haram is “a problem linked to the world peace, it’s not just related to the Central African region peace or to the countries of the Chad basin.”
